If you rate the film on a more broad scale then yes, Mission: Impossible II is the weakest film in the franchise.
Plus, if Cruise and Woo never made Mission: Impossible II, Ben Stiller would never have been able to make this.
But just because Mission: Impossible II is the weakest entry in the series doesn’t mean it’s a bad film.
