The rain capably obliviates everyone outside, but the scene also shows shots of people in their apartments, seemingly getting obliviated or waiting to get obliviated.

Maybe what we are supposed to take from this is that the treatment is eventually going to get into the water supply and obliviate the people it is supposed to obliviate, but it’s needlessly complicated and I’m not remotely surprised it got pointed out, here.
